NRS e-invoicing: what Nigerian small businesses actually have to do
Electronic invoicing is being made mandatory in Nigeria in phases. If your turnover is under ₦1 billion you are in the last phase - go-live 1 July 2027, with penalties from early 2028. Here is what that means in practice, without the consultancy language.
The short answer
Nigeria's Revenue Service (NRS, formerly FIRS) now requires invoices to be generated and transmitted electronically through its Merchant-Buyer Solution rather than sent as a PDF. Large taxpayers are already in enforcement. Businesses under ₦1 billion turnover go live on 1 July 2027, with an engagement phase from January 2027 and penalties from early 2028. Published penalties are ₦1,000,000 for the first day, ₦10,000 per day thereafter, a ₦200,000 administrative penalty, and 100% of the tax due on non-compliant transactions.
Which phase are you in?
By annual turnover. If you are near a boundary, plan for the earlier band - crossing ₦1 billion moves your deadline forward by roughly a year.
| Turnover band | Go-live | Penalties |
|---|---|---|
| Large - ₦5bn turnover and above | Already live | In enforcement since July 2026 |
| Medium - ₦1bn to ₦5bn | 2026 | Enforcement expected January–March 2027 |
| Emerging / small - under ₦1bn | Go-live 1 July 2027 | Penalties from early 2028 |
Phase dates have moved once already - the large-taxpayer deadline was extended. Treat these as the current published schedule, not a promise, and check before relying on them for a decision.
What actually has to change
Most of the panic about e-invoicing is about the wrong thing. It is not a new tax and it is not more tax. It is a change in how the invoice leaves your business.
- 1. Invoices stop being documents and become data. A PDF emailed to a client is a picture of an invoice. The system needs structured fields it can validate.
- 2. Each invoice is validated before it counts. It goes to the NRS platform and comes back approved, rather than simply being sent.
- 3. Your customer and product records have to be clean. This is the part that catches people. Inconsistent customer names and missing TINs are tolerated by a spreadsheet and rejected by a validator.
- 4. Spreadsheet and word-processor invoicing stops working. Not because it is banned, but because there is nothing to transmit from.
What to do in 2026, not 2027
None of this requires certified software today. It requires the groundwork that makes adopting it a small job rather than a crisis.
- ✓ Get every customer recorded once, with a TIN where they have one - deduplicate now, while the list is small.
- ✓ Move invoicing out of spreadsheets and documents into something that stores invoices as records.
- ✓ Use consistent product and service lines rather than free text per invoice.
- ✓ Know your turnover band, and watch it - the band sets your date.
- ✓ Ask whoever supplies your invoicing software what their NRS plan is, and when. A vendor without an answer in 2026 is a risk in 2027.
Where BillCrop fits, honestly
BillCrop issues structured digital invoices with naira support, Paystack payment links and a customer record that stays consistent across invoices - which is the groundwork above, done as a side effect of using it.
What we are not claiming: certified NRS Merchant-Buyer integration. That does not exist yet, here or in most of the market, and anyone telling a small business otherwise in 2026 is selling. When it ships it will be announced on this page with a date on it.
Frequently asked questions
Is it FIRS e-invoicing or NRS e-invoicing?
Both names refer to the same thing. The Federal Inland Revenue Service was renamed the Nigeria Revenue Service (NRS) under the new tax acts, so official material now says NRS. Most people still search for FIRS e-invoicing, and older guidance uses that name.
My turnover is under ₦1 billion. When do I actually have to do anything?
Your go-live is 1 July 2027, with the engagement phase from January 2027 and penalties from early 2028. That is not far away for a change that touches how every invoice leaves your business, and the phase dates have already moved once - treat 2026 as the year to get your invoicing in order, not 2027.
What happens if I ignore it?
The published penalties are ₦1,000,000 for the first day of non-compliance and ₦10,000 for each day after, plus a ₦200,000 administrative penalty and 100% of the tax due on non-compliant transactions. For a small business those figures are not a fine, they are an extinction event.
Do I need special software?
You need invoices that can be generated and transmitted electronically in the format the NRS Merchant-Buyer Solution accepts, rather than a PDF you email. If you invoice from a spreadsheet or a word processor today, that is the part that has to change.
Does BillCrop handle this?
BillCrop already issues structured digital invoices with naira support and Paystack payment, which is the foundation this requires. We are not going to claim certified NRS integration before it exists - when it ships, it will be announced on this page with a date.
