Formula

Total cost = Gross + Σ(rate × base) + fixed costs On-cost % = Contributions ÷ Gross × 100

How it works

Each contribution is itemised rather than summed away, because the useful answer is not the total - it is what the on-costs ADD as a percentage. A cap can be applied to any percentage contribution, which is the shape most social-insurance schemes take: a rate on the first N only.

Example

A 60,000 salary with 7.65% social insurance, 0.6% unemployment capped at the first 7,000, and 4,800 of benefits costs 69,432 - on-costs of 15.72%.
